Italy Is Paying Libya To Intercept Migrants On The Mediterranean (HBO)

In the first six months of 2017, the number of migrants crossing the Mediterranean from Libya to Italy dropped by around half. This drastic fall in numbers was likely a result of the $236 million deal signed in February, in which Italy funds and trains the Libyan coastguards to divert migrants right back to Libya. While the Italian government sees this as reason for celebration, the brunt of the migration crisis is now firmly on Libya. This is a problem given that the UN-backed Libyan Government of National Accord doesn't have the means to effectively handle migrant trafficking and relies on the country's 1,700 militias to do the job for them. By outsourcing this work to armed groups who themselves are implicated in smuggling, a bloody power struggle has erupted. Vice News Tonight was the first foreign media to reach Libya's migrant smuggling epicenter of Sabratha, and met the migrants caught up in the mayhem. Migrant arrivals to Italy by sea fell by a third in 2017 compared to a year earlier, the Interior Ministry said on Sunday, as Libyan authorities helped to slow departures during the second half of the year. More than 119,000 reached Italy by boat in 2017 after a record 181,000 made the crossing in 2016, the ministry said in a statement. Those rescued at sea by the coast guard are brought to detention centers, where they face deplorable conditions and are forced to remain for long periods of time. In the wake of the decommissioning of Mare Nostrum, a search and rescue operation run by Italy, the humanitarian organization Médecins Sans Frontières (MSF), launched their own vessel, named the Bourbon Argos, to find those stranded at sea and save those in trouble on one of the deadliest routes to Europe. On board the vessel, refugees and migrants are provided with medical aid, food, and shelter, then brought safely to Italian shores. Having survived life in Libya, ruthless treatment by smugglers, and horrific conditions aboard flimsy boats, once aboard the Bourbon Argos they face yet more uncertainty as they approach Europe. Italian coast guard officials said a Maltese cargo ship was heading to assist a migrant boat with around 100 people on board in difficulty off the coast of Libya on Friday. An Italian coast guard vessel was helping two other boats. More than 300 African migrants have already died attempting to reach Italy from North Africa this week, highlighting the chronic migrant problem in the Mediterranean following the closure of Italy's search-and-rescue operation last October. Muslims throw 12 Christians overboard in religious clash on migrant boat in Mediterranean sea

Italian police have arrested a group of refugees whom witnesses say threw 12 people overboard while crossing the Mediterranean Sea from Libya to Italy early Wednesday morning. One hundred and five refugees boarded a rubber ship and departed from the Libyan coast, destined for Italy on April 14th. During the dangerous crossing, a group of Christians were threatened by 15 or so Muslims. Eventually, the threat was carried out, and 12 Christians were thrown overboard. The Muslims were from the Ivory Coast, Senegal, Mali and Guinea Bissau, while the Christians were from Nigeria and Ghana. The rest of the Christians formed a 'human chain' to resist being thrown overboard. Police arrested the 15 Muslims after interviewing tearful survivors once they arrived at Palermo Wednesday morning. Italy has seen a surge of immigrants due to warm weather and calm seas. More than 10,000 refugees have arrived on Italian shores since last weekend. (20 Aug 2016) Two hundred seventy-seven migrants and refugees were rescued from the Mediterranean, 17 miles (30,6 kilometres) north of Sabratah, Libya, by a Spanish non-governmental organisation on Saturday. At least one body was recovered during the rescue operation by Proactiva Open Arms. Nineteen-year-old Maoulit from Somalia died from tuberculosis during the journey, according to his family, who were travelling with him. After the rescue, the migrants and refugees were transferred to an Italian navy ship that was to take them to Sicily. The first step was taken on Tuesday’s afternoon after a call for help was received via satellite phone. After locating the call in the Libyan maritime territory, the emergency convoy was able to rescue 173 people including about 30 children and several pregnant women who were sailing aboard a wooden boat. Other 182 migrants in similar conditions were rescued later on Wednesday. The Italian Coast Guard is now scheduled to proceed with the transfer of the migrants to the Italian coast. They are scheduled to arrive at the Port of Augusta, Sicily, on Thursday afternoon. Hundreds dead in migrant boat capsize as people flee war torn Libya for Italy

About 400 migrants died while trying to reach Italy from Libya when their boat capsized, survivors said on Tuesday, according to reporting by Reuters. The boat, which was carrying about 550 migrants, flipped about 24 hours after leaving the Libyan coast, Reuters cited international non-government organization Save the Children as saying. Save the Children said that some of the 150 survivors who were rescued were brought to a southern Italian port on Tuesday morning, according to Voice of America, adding that there were "many young boys" were among the victims. The EU border control agency Frontex said migrant traffickers later fired shots at rescuers to prevent their wooden boat from being taken, Reuters reported. The traffickers reportedly approached in a speed boat and fired several shots into the air before speeding away with the empty vessel. The European Union says that more than 7,000 migrants have been rescued from the Mediterranean since last Friday, the BBC reported. Excluding the latest capsize, there has already been more than 500 deaths since January of migrants seeking to enter Italy from the African coast, according to the Wall Street Journal. Spain announced Monday that it will allow a ship carrying 629 migrants to dock in Valencia. The rescue ship Aquarius has been in international waters since picking up the migrants from a smuggler's vessel off the coast of Libya. Malta and Italy refused to let it dock, saying they cannot cope with more migrants and refugees. It is not clear whether the rescue ship can make the 1,400-kilometer journey to Valencia and what awaits migrants once they disembark in the European Union country. Migrant crisis: Boat sinks off Libya, killing at least 31 At least 31 migrants have died after their boat capsized off the coast of Libya on Saturday. They had been trying to cross the Mediterranean along with another boat. Children were among the dead. Some 60 people were rescued from the water and 140 picked up from the second boat. Mild weather conditions and calm seas has led to a rise in the number of migrants leaving Libya for Europe in recent days. Some 250 people were rescued by the Libyan coastguard on Thursday. And Italy's coastguard said on Tuesday it had rescued 1,100 people Saturday's sinking happened off the shores of Garabulli, a town some 37 miles (60 km) east of the Libyan capital, Tripoli. "The first dinghy had capsized, it had sunk before we reached it," Colonel Abu Ajala Abdelbari of Libya's coastguard said. He said the coastguard had gone to the scene "after hearing distress signals, and when they got there they found a group of people hanging on to the remainder of the dinghy, but the rest had died, they had spread out while the dinghy was sinking." They have been taken taken to Tripoli's naval base. Other rescue operations were ongoing on Saturday evening, an Italian coastguard told the AFP news agency. "The weather conditions these days are favourable for sending migrants to European shores on boats that are often unseaworthy," Colonel Abu Ajala Abdelbari said. The International Organization for Migration (IOM) said on Friday that at least 33,000 people are reported to have died or gone missing between 2000 and 2017 - making crossing the Mediterranean the world's "deadliest journey" for migrants. Nearly 3,000 migrants are believed to have drowned while trying to cross the Mediterranean this year.

(15 Feb 2017) The chief of the European border and coast guard agency says migrant deaths in the Mediterranean on the Libya-to-Italy smuggling route have increased to a record level despite even more rescue vessels trying to prevent mass drownings. Frontex Executive Director Fabrice Leggeri said Wednesday "we face a kind of sad paradox" that as the international community increases efforts to send more rescue ships close to Libya, smuggling rings pack ever more people onto unseaworthy boats and push them out toward the open sea. He said the recorded number of migrant drowning deaths in 2016 - 4,579 - might be much less than the true loss of life.
